If this bill had been enacted, fatherhood programs covered by this legislation would have been required to: 1. Determine eligibility based on a father’s income minus his child support 2. Cancel child support arrears for fathers who enroll in a covered program 3. Establish & maintain regular contact between father & child 4. Modify existing child support orders to reflect father’s ability to pay.
