Men's Health Network (MHN) was a cosponsor of this conference which resulted in VAWA passing Congress the same year. The State of Texas refused to accept a grant application for a program that would provide services for male victims of domestic violence. The State claims that "ineligible activities" include "programs that focus on children and/or men." Claims it is ineligible for funding under the Violence Against Women Act.

Testimony of MHN by Cory Jensen. While the intent of VAWA was to provide services to all victims of domestic violence, the reality is that men are being denied help. It is my hope that the committee would make sure that those administering the services under VAWA are made to understand that organizations which provide services for men are eligible for grants.

Current policy has resulted in: "lack of services and even acknowledgement that has left hundreds of thousands of men and their children at the mercy of their abusers and their very humanity denied." The National Violence Against Women Survey, Nov. 1998 found that of the 2.3 million victims of intimate partner violence 835,000 or 36% are men.
