The Honorable Donald M. Payne, Jr.

New Jersey’s 10th Congressional District
U.S. Representative Donald M. Payne, Jr. is a Democratic congressman representing New Jersey’s 10th Congressional District, which covers portions of Essex, Hudson, and Union counties. A Newark, New Jersey native, he has served the people of the 10th Congressional District since 2012. Rep. Payne, Jr. is a tireless fighter for New Jersey families, working to create jobs and grow the economy, protect and invest in our children, and ensure the health and safety of our communities.
In 2021, Rep. Payne, Jr. was voted to be Chairman of the Subcommittee on Railroads, Pipelines and Hazardous Materials in the powerful House Committee on Transportation and Infrastructure. The Committee has jurisdiction over national infrastructure and all modes of transportation, including aviation and mass transit. In 2017, Rep. Payne, Jr. fought for a $900 million appropriation to fund the Gateway Project, a multi-year, multi-billion-dollar project to rebuild transportation infrastructure between New Jersey and New York. He has continued to fight for Gateway and transportation infrastructure projects that benefit the American People. He led the Build America series of convenings to bring together government, industry leaders, small businesses, and women- and minority-owned businesses to increase diversity in federal government contracting projects.
As a member of the House Committee on Homeland Security's Subcommittee on Emergency Preparedness, Response, and Recovery, Rep. Payne, Jr. has built a record of achievement in a divided Congress. He introduced two bills that were signed into Public Law by President Barack Obama, including the Department of Homeland Security Interoperable Communications Act of 2015, which ensures that DHS personnel can reliably communicate during emergencies. Rep. Payne, Jr. also introduced a bill to secure public areas of transportation facilities, such as airports. His bill was incorporated into the FAA Reauthorization Act and signed into law in October of 2018.
Rep. Payne, Jr. is a strong supporter of the Affordable Care Act, which provides thousands of New Jerseyans with access to high-quality, affordable health care. He has been a strong advocate for investing in and protecting the health of our children and introduced the TEST for Lead Act to protect children from lead-contaminated drinking water in schools. Rep. Payne, Jr. also is a vocal advocate for cancer prevention, introducing the National Colorectal Cancer Awareness Month Resolution to raise awareness about the need for regular cancer screenings. In the wake of Hurricane Maria’s devastation in Puerto Rico and the U.S. Virgin Islands, Rep. Payne, Jr. repeatedly took to the House floor to advocate for better federal emergency response. He is a leader on gun violence prevention and introduced the Safer Neighborhoods Gun Buyback Act of 2019, which aims to incentivize people to trade in their firearms for prepaid cards.
Rep. Payne, Jr. began his long career in public service when he founded Newark South Ward Junior Democrats, becoming its first president. He also served as an adviser to the YMCA Youth in Government program. He attended Kean College (now Kean University), where he studied graphic arts. He lives in Newark with his wife Beatrice and their triplets, Donald III, Jack, and Yvonne.

Dr. Giorgianni received his Doctor and Bachelor of Pharmacy degrees from Columbia University in The City Of New York. He has extensive experience in all aspects of the practice of pharmacy and has had held faculty appointments at Columbia and Belmont Universities. He has completed a clinical practice residency at Lenox Hill Hospital in New York City. Dr. Giorgianni is a licensed pharmacist in his home state of New York and in Florida and holds both a general and consultant pharmacist license. In addition to his general and specialist studies in pharmacy he has completed formal training in pharmacognosy and the preparation and use of natural botanicals as well as pharmacogenomics and pharmaceutical compounding and medication therapy management. He has extensive executive experience at Pfizer Pharmaceuticals in areas including medical, regulatory affairs, public policy and strategic planning.
He currently is Senior Science Advisor to the national Men’s Health Network, President of Griffon Consulting Group, Inc. and co-founder and Chair-Emeritus of the American Public Health Association caucus section on men’s health and former board member of the Columbia University School of Public Health Alumni Association, the American Osteopathic Foundation and the National Association For Continence He is author of over 110 peer-reviewed publications and scientific presentations and is an editor/reviewer for the American Journal of Men’s Health. He is a recognized expert in comprehensive men’s health, the effect of culture, advertising and socialization on male perceptions of health and wellness and is a frequent speaker on this topic.

Adam Bloom-Paicopolos, MPP is a member of PCORI’s Public Policy & Government Relations team. He is responsible for engaging with policymakers and key stakeholders to increase their understanding and support of PCORI’s research, mission, and strategic goals. Bloom-Paicopolos manages the policy side of several PCORI portfolio areas, including behavioral health, opioids and substance abuse, COVID-19, and intellectual and developmental disabilities. Bloom-Paicopolos also spent a year on Capitol Hill, holding internships with Representatives Niki Tsongas (D-MA) and Mike Capuano (D-MA).

Michael Thompson is the President and CEO of the National Alliance of Healthcare Purchaser Coalitions (National Alliance). The National Alliance is the only nonprofit, purchaser-led organization with a national and regional structure dedicated to driving health, equity and healthcare value across the country. Collectively, it represents over 45 million Americans, spending over $300 billion annually on healthcare including a broad cross-section of private sector and public sector employers as well as union organizations. Thompson is a nationally recognized thought leader for business health strategies and health system reform.
Prior to joining the National Alliance, Mike was a Principal at PricewaterhouseCoopers (PwC) for 20 years where he worked as an advisor to employers, health plans, providers, and other healthcare stakeholders. Prior to PwC, Mike served as an executive with diverse roles with Prudential Healthcare for over 17 years. Mike is a Fellow of the Society of Actuaries, serving on the Health Practice Council, and chairs the Medicare Sub-Committee of the American Academy of Actuaries (AAA). He is also widely recognized as a leading national advocate for mental health and wellbeing and is a Past President of the New York City chapter of the National Alliance for Mental Illness (NAMI).

Darryl Davidson M.S., CPM is Director of the Milwaukee Fatherhood Initiative, launched and promoted by Mayor Tom Barrett to improve the life outcomes of families though responsible fatherhood and father focused interventions. He oversees city wide collaborative outreach activities focused on promoting racial equity and inclusion in education, business, and economics and guides the work of the Milwaukee Men’ Health Referral Network.
With over 20 years of public health experience, he leads best practice based social service delivery and research projects related to adult and teen male well-being, physical, behavioral and mental health; serves as a program developer and evaluator for a variety of men’s health programs; founded a one stop shop men’s health center and represents his organization in a local, state, and federal initiatives.
He maintains membership with the American Society for Public Administration, the Men’s Health Network, the American Heart Association, the National Fatherhood Initiative, and the American Public Health Association’s Men’s Health Caucus. He is the planning chair with the Milwaukee Fatherhood Initiative’s annual Fatherhood Summit. He received degrees and professional certifications from Howard University, Southern Illinois University, and Emory University. He is a past National Faculty Member and Curriculum Developer for the Disease Prevention Education Unit of the National American Red Cross.
